Once each year by July 1st, the Library Board will determine whether or not the library will issue Non-Resident Cards during the following year and the formula and fee to be used.
Within 30 days of the Board decision, the library shall notify Illinois Heartland Library Service in writing of participation decision, effective date, formula used, and fee, and attach a copy of the policy for service to Non-Residents.
Non-Resident cards issued to Non-Resident Property Owners (1 card per parcel without a fee) will be valid for Reciprocal Borrowing at other participating libraries.
Generally, Non-Residents must apply at the closest public library to their principal residence in their school district.
A non-resident fee shall not apply to an unincorporated area in Illinois where a student whose household income falls at or below the U.S. Department of Agriculture’s Income Eligibility Guideline.
Calculations for the Non-Resident fee, if the general formula is used, are based on the non-resident’s principal residence.
The library will use the General Mathematical Formula to calculate the Non-Resident card fee. To do so, the library will calculate the local property tax per household, which will result in the minimum amount the library may charge. State and federal grant funds are not included.
The fee for a Non-Resident card as of July 1, 2020, is $50.00.
